The Benazir Income Support Programme (BISP) has released its October–December 2026 quarterly installment for 62 districts, grouped into six clusters and paid through six partner banks. The release, dated 28 October 2026, covers 3,992,489 beneficiaries, and the installment amount is Rs 14,500. If your district is on the list below, your payment falls under this release. If it is not, the release itself says the remaining districts will be announced very soon — and you should check your own status on 8171 rather than trusting any unofficial list.
This article is different from a general BISP payment guide. It is built around one specific release: the 62-district, six-cluster list of 28 October 2026. It tells you which bank handles your district’s cluster, how to check your payment by CNIC, what to do if your district is not listed, and why 15 November is not a date you should treat as a guarantee.

BISP 8171 October Payment: Cluster and Bank Summary
Each cluster is tied to one partner bank. Your district’s bank is the bank that handles payments for your cluster. The beneficiary figures below are the totals given for each cluster in the 28 October release, and they add up exactly to the release total of 3,992,489.
| Cluster | Partner Bank | Districts | Beneficiaries |
|---|---|---|---|
| District 605 | HBL | 14 | 757,270 |
| District 607 | Mobilink Microfinance | 8 | 625,718 |
| District 610 | Bank of Punjab (BOP) | 11 | 759,571 |
| District 615 | HBL Microfinance | 9 | 635,512 |
| District 614 | Telenor Microfinance | 13 | 674,810 |
| District 611 | Bank Alfalah (BAFL) | 7 | 539,608 |
| Total | 6 partner banks | 62 | 3,992,489 |
Bank of Punjab’s cluster is the largest in this release, with 759,571 beneficiaries across 11 districts, while Bank Alfalah’s cluster is the smallest, with 539,608 beneficiaries across 7 districts. The bank name matters because it tells you where your payment is routed — but it does not change the amount, which is Rs 14,500 for this quarter in every cluster.
Apna District Aur Bank Kaise Check Karein?
Apna district is list mein dhoondhne ka tareeqa ye hai:
- Neeche di gayi cluster lists mein apna district dhoondhein. District ka naam milte hi us cluster ka bank bhi maloom ho jayega.
- Phir 8171 par apna status check karein. Apna 13 hisson wala CNIC number (baghair dash ke) SMS ke zariye 8171 par bhejein, ya 8171.bisp.gov.pk par CNIC darj karein.
- Sirf 8171 se aaye jawab par bharosa karein. Kisi aur number se aaya SMS official nahi hai, chahe wo kitna hi asli kyun na lage.
- Payment lene se pehle biometric verification tayyar rakhein. Apna original CNIC sath le jayein aur ungliyon ke nishan saaf aur khushk rakhein taake device par masla na ho.
- Agar aapka district list mein nahi hai, to pareshan na hon — neeche “District Not Listed” section parhein. Kisi agent ko fee de kar apna naam list mein dalwane ki koshish na karein; ye mumkin nahi hai.
Yaad rakhein: district list ye batati hai ke aapka district is release mein hai ya nahi. Aapki zaati payment ki tasdeeq sirf 8171 ka jawab karta hai. List mein district hona ye guarantee nahi ke aapki payment usi din mil jayegi, aur list mein district na hona ye matlab nahi ke aap programme se nikal gaye hain.

One caution about these lists: different unofficial reports of this release do not all name the districts identically — for example, some circulating lists name different districts for the Bank of Punjab and Telenor clusters. This article follows the single detailed 28 October release list quoted above, and its cluster totals add up exactly to the release total, which is a good consistency check. Even so, the final word on your own payment is always your 8171 reply, not any published list. If a list and your 8171 reply disagree, believe the 8171 reply and call 0800-26477.

How to Check Your BISP 8171 Payment Status
Follow these steps in order. They cost nothing, and no agent is needed at any stage:
- By SMS: Open a new message, type your 13-digit CNIC number without dashes or spaces, and send it to 8171. Wait for the official reply, which comes only from 8171.
- By portal: Visit 8171.bisp.gov.pk, enter your CNIC number and the captcha code shown, and submit. The portal shows your eligibility and payment status.
- By helpline: Call 0800-26477 (toll-free) if the SMS or portal reply is unclear, or if your payment is blocked.
- At collection: Take your original CNIC to the payment point for your cluster’s partner bank — a BISP campsite, an authorised retailer shop, or a biometric ATM where available. Complete the biometric thumb verification, count the cash before leaving, and keep the receipt.
- If your fingerprints fail: Clean and dry your fingers and try again. If it still fails, visit your nearest BISP Tehsil Office with your original CNIC. If your CNIC has expired, renew it at NADRA first, because an expired CNIC blocks payment.
Will BISP Payments Start Before 15 November 2026?
This is the question many beneficiaries are asking, and it needs a careful answer. The October–December 2026 payment has already started: the 28 October release covers the 62 districts above, and payments in those districts are being made phase-wise. For districts not in this release, the release itself says only that the remaining districts will be announced very soon. It does not give a date.
Separately, a notice circulating in BISP reporting mentions preparations on the banks’ 1LINK system, with arrangements to be completed so that payments can start before 15 November 2026. That is a reported internal target for preparations, not a confirmed public start date for any specific remaining district, and it has not been confirmed as a guarantee by an official BISP announcement that this article could verify. Treat 15 November as a date to watch, not a date to plan around. If your district is not in the 62-district list, keep checking 8171 — your 8171 reply will change when your payment is actually released, and that reply is worth more than any date circulating on social media.
The same caution applies to the January 2027 amount. Rs 18,000 per quarter from January 2027 is the planned next amount, widely reported from the federal budget. It is not a November 2026 payment, and no one collecting this quarter’s Rs 14,500 should expect Rs 18,000 now.
My District Is Not on the List — What Should I Do?
If your district is not among the 62 above, do this and nothing else:
- Wait for the next announcement. The release says remaining districts will be announced very soon. Other districts are covered in later phases of the same quarter.
- Keep checking 8171. Your status reply is the earliest reliable signal that your payment has been released, even before a new district list circulates.
- Ignore unofficial lists. Lists that claim to show the next phase before BISP announces it are guesses. Acting on a guess wastes a trip to the payment point.
- Do not pay anyone to “add” your district or release your payment early. No agent, shopkeeper or social media page can do this. BISP services are free.
- If you were previously eligible and now get an unexpected reply, visit your nearest BISP Tehsil Office with your original CNIC and ask for your record to be checked. A survey, CNIC or biometric issue is the usual cause, and the Tehsil Office is the proper place to fix it.

Stay Safe: Fraud Warnings for BISP Beneficiaries
Payment releases bring out fraudsters every quarter. Protect yourself with these rules:
- Only 8171 is official. Genuine BISP messages come only from 8171. Messages from any other number are not official, even if they use BISP’s name or logo.
- Never pay an agent, shopkeeper or “helper” any fee to check, release or collect your payment. BISP services are completely free.
- Never share your OTP, PIN or full CNIC details with anyone who calls or messages you. BISP never asks for an OTP or PIN.
- Do not click links in payment messages. Check your status only on 8171.bisp.gov.pk or by SMS to 8171.
- Report fraud attempts on 0800-26477. Keep the suspicious number and message so you can report it accurately.

Final Words
The 28 October release is a large, specific step in the October–December 2026 quarter: 62 districts, six clusters, six partner banks, 3,992,489 beneficiaries, Rs 14,500 each. If your district is listed, check your status on 8171 and collect through your cluster’s bank with your original CNIC. If it is not listed, wait for the next announcement and keep checking 8171 — that reply, not a circulating date or an unofficial list, is the signal that matters. And at every stage, remember the two rules that never change: only 8171 is official, and BISP never charges a fee.
